was the first school division in Virginia to test
the SIF vertical agent for Century and the Virginia
Department of Education. Ernie Connor, Director

funds for educating students who are considered
at-risk because of their economic deficiency.
In New Jersey these schools are known as "Abbott
Districts". Abbott Districts are school districts
included in the New Jersey Supreme Court ruling
which found that urban students in "special
needs districts" were not receiving an adequate
or constitutional education. The method in which
aid is calculated is established by individual
states.
